Unable to change ownership for IB instance located in WIP

We have a recurring problem where some of our configurated items stay within our enterprise, with Instance_Usage_Code "IN_WIP", although the parent items have been shipped and are located at the final customer ( "OUT_OF_ENTERPRISE" and "CUST_PROD").

When the final user wants to return the damaged item, we cannot create the corresponding SR and Repair Order because the item is still located in our store, and we are the owners.

I used to solve this with a datafix that was provided to us years ago that changes ownership by entering the instance, owner_id, location_id and account_id (I´ll attach it below). Right now it is failing with No Data Found ( Msg1: ORA-01403: No se ha encontrado ningún dato en paquete CSI_ITEM_INSTANCE_PVT Procedimiento UPDATE_ITEM_INSTANCE )
