The R073012 Payroll Register not showing some Tax YTDs

we have a question on why the R073012 Payroll register does not show an entry for the YTD amount for Canadian Federal Income Tax and Canadian EI-Employee for employees who are not generating any pay but are on the register. The Canadian CPP-Employee YTD amount does display even though there is no current amount.
These employees only have time entry with non-pay types so there are no current amounts calculated on the register but we still want to see the YTD amounts for the taxes.
I looked at Processing Option 9 in the P07210 Payroll Cycle Workbench and set it to '1' to see if that would allow the YTD to be displayed on the register but that didn't seem to make a difference. That PO states it is only to allow the YTD to print on the pay advice. That is no good for us because if the employee only has non-pay time going through no pay advice is created to print anyway.
