<br></br> & <br /> not working

Hi,

I am developing a BI Publisher report which processes HTML tags. i can find that <br></br> or <br /> tags are not interpreted by the tool and i do not get a new line in the outpu. Attached is the xml, rtf and pdf output my report. Please assist me since this piece is the key element to my development.

FYI i am from Peoplesoft.
