Mass Loading of BOM Component Locators

My current client has one manufacturing plant that produces printed circuit boards for internal use as well as acting as a supplier to a number of other plants within the enterprise. Based upon the way new products are designed and released from Engineering, they want the ability to enter Component Locators via some "mass load" process - either an "Interoperability-like" process to load P3015; or, a Tools|Import Data capability.

Does anyone have experience with this sort of problem in the PCB industry? How did you address the need and working around the manual one BOM at a time loading of Component Locators in vanilla E1. Client is 9.1; Tools 9.1.5.
