You must create unique precedence levels for tax jurisdictions that apply to the same tax

We have loaded rates only file from Vertex. We were trying to make one of a jurisdiction as a default jurisdiction for Tax='CITY', when trying to save system is giving error "Precedence Level - This precedence level is already in use. You must create unique precedence levels for tax jurisdictions that apply to the same tax".

The data file came from vertex and so did the precedence level on jurisdiction. Does it mean that this precedence level was as expected? OR it is a data file issue?

Also is there a update script for mass update jurisdictions?
