Is a Data Reload Required for Deleted, Then Re-copied Reconciliations?

We have a situation that we could use some insight on.  We were having trouble with auto-reconciling in ARM (11.1.2.4).  Our examples included reconciliations where the GL balance was "0" and the subledger balance was blank.  A new Format was created with a Rule to approve and close such a reconciliation, and the new Format was copied to all Profiles enabled for "auto-recon".  After the profiles were updated, the old reconciliations were deleted from the period, and the new profiles were copied to the period.  A manual "auto-reconcile" was performed for good measure, but the action does not appear to
