Is there a way for HR Admin to make changes to competency and objective sections in Appraisals

We have a requirement where the HR Admin should have the ability to make changes to the competency and objective section of appraisals.

I know that using HR Professional V4.0 -> Appraisals, we can search for appraisals and update the final rating. Is there a way for HR also to make changes to the competency and objective section as well ?
