Security: DATA LOAD RULE EXECUTION

Users cannot start the upload (Import) process unless they have DATA LOAD RULE EXECUTION assigned to them (DATA LOAD WORKBENCH is not enougt) - as they get an error. THat makes the Data Load Rule Link visible (although they cant do any edit, add...). Is it possible to remove the link from the left side (Data Load)/make it invisible?
