How to Retrieve File From Windows File System Into Siebel Integration Object Instance

To support our customer's requirements, we need to configure Siebel attachment functionality to interact with FileNET via published web services instead of the Siebel file system.  Our plan is to leverage the out-of-the-box Case Attachment and Service Request Attachment user interface elements, then configure the underlying out-of-the-box object layer components to bypass the code that compresses/uncompresses the file and writes it to the Siebel file system and interact with the FileNET web services instead.  The desired functional behavior is this:  When a user clicks the "+" icon to create a new attachment, a record is opened and the user clicks
