convert PHYSICAL STANDBY database to snapshot standby mode hangs

I am trying to convert PHYSICAL STANDBY database to snapshot standby mode but the conversion is hanging no errors in alert log reported. Primary runs fine and ships logs to standby database and stand by was in sync no issues but its stuck on following command forever.
SQL> alter database convert to snapshot standby;
There are no errors in the alert log.
alert log shows following entries and after that nothing is written in alert log.
