Receipt creation from Receipt Summary form

Dear Experts

I have 2 instances. In receivables users can create receipt from Receipt Summary form while on second instance user cannot create receipt from the same form with the same responsibility. I have checked that there is no personalization or custom code which may do this. So what may the reason for this difference? I am using EBS 12.1.3 with database 11.1.0.7.0
