Secure add/change BOM records when using ECO

Hello,

We have two different business teams responsible for creating BOMs and modifying BOMs.  Currently we only give direct access to P3002 and control add vs modify through Action security.

We would like to use ECO to gain efficiency in updating multiple BOMs but still need to restrict the ability to add vs modify BOM records.  We also do not wish to implement Row Security for this purpose.

Is this functionality available when using ECO functionality? (for example, securing combination of Change Type and Parent/Child).  We are using JDE application release 9.1.
