Control discount bucket at order level

Hi -

I am using discount modifiers to apply many discounts at the same order in specific serial , for example

5 % then 3% on the net discounted value then 2% on the net discounted value .

and some other time 3% then 5% then 4% and so on..

so i am defining many modifiers (a lot) for each sequence and arranging the discounts using buckets ..

Any ideas how to make it generic ? how to control the discounts arrangement when applying them to the order ? then it won't be necessary to setup new modifier discount for each new arrangement ?
