oakcli create dbstorage equivalent for acfs on non - ODA

We have the X-5 and use oakcli create dbstorage -db <database name> to create the acfs storge for the ODA, I am trying to find out what the equivalent command is on Oracle Linux not using the ODA (so oakcli is not an option) to create the acfs filesystem for my development database
