BIP report issue

Hi Experts

We have BI 11.1.1.7　evironment (cluster BI)

[ BI#1,BI#2,VIP(used for load balance)]

when I shut down bipublisher on BI#1,I found

I can not review report on BI#1,It will report error 404--Not found,

but I can view report on  BI#2 and VIP


when I shut down bipublisher on BI#2,I found

I can not review report on BI#2 and VIP,report error 404--Not found

but I can view report on BI#1


what should be correct behavior when I shut down bipublisher on BI#1 or BI#2?

I think we should view the report on BI#1,BI#2 and VIP regardless of shutting down bipublisher
