Position Hierarchy R12: How to create a position as a Top Level Position in a Position Hierarchy?

I have created a new Position. This position belongs to he top level person who will be the final authority to approve Purcahse Orders.

When I try to add subordinated under this position, the "Exists in Hierarchy" box  is unchecked and I'm unable to select subordinates under this position.

I can obtain this check if I add this position under an existing position but I dont want that. I want this to be the top level position.

What is the solution?
