Assigned enclosures - Communication Generation

Can not get the assigned enclosures to show on CommGen run control page.  I have the Include Enclosures checkbox marked on the COMM key detail screen.  I have the Include Enclosures checkbox marked on the standard letter code with correct enclosure code.  Any help is appreciated.
