Default a Ship Method value under the Order Management tab upon Customer creation

I'm trying to default a valid value in the Ship Method under the Order Management tab upon Customer creation.

I've reviewed Oracle Doc ID # 1297240.1 and have the following profiles set

Create Seeded Personalizations = Yes

Disable Self-Service Personal = No

FND: Personalization Seeding Mode = Yes

Personalize Self-Service Defn = Yes

Self Service Personal Home Page mode = Framework only

FND:OA:Enable Defaults = Yes

I've set the Initial Value for all fields in the AcctOviewPG, bounced via Functional Administrator, but it does not default/ display upon customer creation.

Any thoughts?
