The copy project page in PS 9.2 is grayed out, not allowing us to copy of project

We are using PS 9.2 PT 8.5315 and we need to add a new project to a award for next year installment; this is a reimbursement basis grant. We used grants, awards, projects; select the BU and Project to copy. In the general info page we clicked the Copy Project button and the system retrieves the Copy Project page with all the fields grayed out and there is not activity listed even though the original project has activity.

• The PC BU options has Copy template options 1 and 2 completed.
• This project is active and we can't figure out why we can't copy! 
• *Target project should be enable and showing NEXT;
