Spare transfer between different engineering Orgs for maintenance work

We have implemented 20 maintenance organizations, as part of business digitalization and eAM further improvement we wanted to do the engineering item transfer between organizations. Most of the time organization is frequently buying items as a demand where other organization is having the same spare laying with them. Also this can improve immediate fix critical asset downtime and improve the productivity.  Appreciate your idea to achieve the same........
