Oracle Cloud Agent is running and ready but the EM Cloud Control does not show it

I tried to deploy a new agent / host using the EM Cloud Control.

Doing this I get an error. The Deployment stops after 10 Minute and the Initialization will not start for that any reason:

ConfigurationError

Than I installed the Agent on my Agent Host pansrvmuc111 using Silent mode. The Installation was successful, the Status is very healthy as I can say. But unfortunately the EM Cloud Control does not show the Agent at all.

I tried to restart both Servers - this brought no success.

Attached there are also the logs from the Installation, there are smaller errors, but the Agent could be started afterwards. Unfortunately the logs are in German.
