Missing approvers on vacancy stops workflow and locks updating.

When the fields for Hiring Manager, Budget User, Compensation User, or Final Approver are not populated while creating a vacancy, the activity Set Up FYI notifications role and parent activity IRC Approved Process V5.0 errors out showing ORA-06502: PL/SQL: numeric or value error: NULL index table key value.  Our original issue came from a missing Hiring Manager and that has been updated in the Forms view as well as updating the attributes to fill in the missing people/values and tried re-running the process.  The posting is still in a locked out state for updating, which our recruiter is trying to add people to the Recruiting Team table and cannot.
