Document Change Orders (DCO) how to setup?

I am new to using Agile and am in the implementation phase.  My users say that they used to use DCOs for document control, I can't find this functionality.  We are using 9.3.4 and only have the PC module.  Can anyone shed some light on this and help me get this setup?
