Profile Active flag set to "active" if balance exists is not working

Hello,

I have created a profile in ARM with the "Active" attribute set to No. When I copy the profiles to a period, ARM correctly identifies that there is one inactive profile. I have the FDMEE rules pointing to this profile, and the account has a balance, but when I do a data load into the period, the reconciliation does not appear. I though one of the new features in 11.1.2.4 was that ARM would automatically set this profile to active because it has a balance, and the reconciliation therefore created in the period.

I have checked the Data Load Workbench in FDMEE and I see the balance in the account for the period. Why is this not working?
