"Allow Interest Calculation" on Project Costing

There's a check box "Allow Interest Calculation" on Project Costing>Project Definitions>General Information>Project Costing Definition page. I understand the check box is defaulted to N.
Can you please let me know under what conditions
1. The check box is changed from 'Y' to 'N'
2. Check box remains in 'N'
Our understanding is the field (AFUDC_PROJ_SW) "allow interest calculations" allows to include the project costs in interest calculations. The projects and activities with EFF_STATUS=’A’ are eligible for interest calculation. If we select the field the system automatically includes the costs incurred by all activities belonging to that project for interest calculations.
