Allow anyone to respond to supplier changes on POs

Hello,

We are on 12.2.3 and use isupplier portal along with regular purchasing.

When a supplier submits a change from isupplier portal , the PO goes to supplier change pending status and the change can be responded to only by the buyer of the PO by navigating to the respond to changes screen or by using the PO summary screen>tools>respond to changes.

Is there any setup that will allow any buyer or a purchasing manager to respond to changes on POs on which they are not the buyers?
