adding PDB target to OMS Version 12.1.0.2.0

I'm pretty back leveled, Enterprise Manager 12c OMS Version 12.1.0.2.0.   I added a test CDB running on 12.1.0.2.4 as a target to this oem, but it does not seem to know anything about the PDBs.  Do I have to add a PDB targets manually?   Perhaps this old version of oem doesn't support PDBs?
