Siebel Broadcast Message bar is not getting refreshed as per update interval specified

Hi,

We have set the update interval as 120 seconds and cache size as 100. We are unable to see the message bar getting refreshed at every 2 mins i.e. 120 seconds as required. Can some one suggest me what should be done to achieve this and what could be the reason for this malfunction.
