How to overcome file download latency for overseas?

Issue is that we have remote factories in several continents with high latencies.  This is causing file attachments to take as long as 4 hours (680 MB file size) to down load and sometimes to fail completely.  When the same file is sourced from another location such as box.net, it is far quicker as in tens of minutes, only Agile is a problem.  Oracle support has no solution to this.

Does anyone have any solution to this other than implementing DFM?  Problem is that when the ECO is released, the destination factory needs the attachment needs the file then, not 4 hours later.  Using DFM with "robocopy" could work but that depends on a scheduled time but not when the ECO was released.
