Changing description of released Items

Hello,

Currently we have configured the system to allow the item description to be changed when the status is not Released and Complete. But we've found only pending ECOs can change the description not MCOs. I've read the Oracle knowledge base and it appears to be a bug and I would like to confirm that it's the case. I also would like to know if the item description can be change controlled meaning the value of the item description is revision specific. For example, Description at Rev A is 123 and changed to 234 at Rev B, I would expect when
