How do I check whether or not the Developer Tools were install on my Weblogic server

My group did the installation of Weblogic with forms and reports. However some people said that we installed the Developer Tool for Oracle Forms Builder and Oracle Report Builder.

However I am having difficulty find it on the Red Hat server. Can you help
