Many Discount Levels At Order Header

Hi All -

I know that bucket field not working at header level modifiers ..

Is there any work around for this issue ? 

I want to make many discounts at order header , each one is on the discounted value after the previously one ..

For example  5% discount at order header ..Then 3% on the net discounted value ..then 2% on the net discounted value ..

Please advise..
