Default Enrollment process failed

To make it an active annual enrollment, we have added a new plan "No Selection" and defaulted everyone to this plan. We have also added a post election edit rule on this plan so that employee cannot move forward if this plan is chosen. Now, we processed Open event on everyone and ran Default Enrollment process which fails that the post election rules are not met.

We tried removing the default and still enabled the Post edit rule but now it fails with an error "Medical Plan Type is in Error. 1 Options Must Be Selected For This Plan Type"

Can anyone suggest how to overcome this?
