Lead form issue when using html link

I have a combined analysis report combining Lead and activity data.  The report has an html hyperlink so the user can easily go to the corresponding Lead record.  When the link is used, the user can not use the Reject Lead button at the top of the Lead form - the system just hangs once the button is checked and the Lead never changes status.  The same users can go to the same Lead record directly and use the Reject button without issue.  I don't know if the html is the issue, but I'm using the following html for my
