ES and cpu?

doc 742060.1 changed today to waive the fee for extended maintenance on 11.2.0.4 until May 2017.  I'm having trouble finding the sentence that says ES gets CPUs released.  I would think it was here: http://www.oracle.com/us/support/library/057419.pdf but I don't see it.  Where is that explained?
