Calculation Manager Overrides Hyperion Planning Security

What am I doing wrong? I created Business Rules that work and is being used.  The problem is, even if the scenario and year members are set to READ only, when the Business Rules are run, the numbers are changed as if the READ access were not set.

The Business Rule owners is set to Admin, and the users are set to Interactive.
