Autopublish on Simple Form

I developed a BP using a simple form with workflow.  I want it to autopublish to Document Manager which it does.  The problem is that it does not include the workflow steps in the document which I need.  I know in most of my other BPs that if you publish on the end step you loose the workflow in the document so you publish on the step before it to retain the workflow.  I did this with this BP but it did not retain the workflow.  We are using 15.1.  Is there a rule that says that Simple BPs will
