Setting Up COBRA

Did all of the setup.  Used recently termed EE.  Setup Benefit Plan.  made sure to mark plan as COBRA.  Entered a Termination.  All looks good except that I cannot Elect Coverage.  It is like the F08920 is not populating.  F08910 looks fine.  What am I doing wrong?
