Is it possible to restrict access to locator to a single user?

What I'd like to do is setup a specific locator and restrict who (users) can move items in and out of this locator.  I.E. - Items returned from Customers on an RMA need extensive testing, so we move them to MRP locators; but only want specific people moving them out of MRP when ready and approved.
