Could not create locator in Telnet

Some times, our users get this issue intermittently when trying to use a locator during the transactions in Telnet

'Could not create locator...'

And after sometime, the same locator will work fine

We are running the request on a sc - Generate Stock Locator Flexfield definition for Mobile Transactions with parameter - 1157 to avoid the same. Is there a permanent fix for this issue
