Installing Netcharts 4.6 on Siebel 15.4 with windows 2012 R2

I am trying to install "Netcharts Server 4.6 Siebel Edition" in Windows 2012 R2 env and the window is stuck in "Installing" step.

So far, I have tried ,

A - changing the compatibility options -  Windows XP (SP3) compatibility mode and then trying installing ( as per doc , it is recommended to use windows 2003 SP1 ) but for 4.6 2003 is not a option so picked win xp

B - To resolve this issue, change the setting for DEP to the default setting by following the steps below
Try changing DEP to the default setting by following the steps below:

1.Right Click on My Computer and click on Properties
