How to override application title depending on the language preference of the user?

For JD Edwards EnterpriseOne Rel 9.1, Tools 9.1.2.3, Win Server 2008 R2, Oracle 11g DB, Weblogic.

I installed two language packs, Spanish and Portuguese.  In P9220, Interactive Vocabulary Overrides I can see the overrides for the Form Name Descriptions in Spanish and Portuguese for the applications.

But when I run the application, I still see the application title in English. How do I get the application title to appear in the users preferred language?
