Cascade Ship To address to line when it contains a No Charge item

Hello

We see that the cascading of Ship To address changes to the line level are not occurring when there is a No Charge Item at the line level.  However when we remove the No Charge item, the cascading occurs.  Strange but anyone experienced a similar issue?
