What does jdeowpBackButtonProtect=PROTECTED in the URL do?

As it says in the subject:  What does the 'jdeowpBackButtonProtect=PROTECTED' in the URL do?

After upgrading to TR 9.1.5.5, Some users are complaining of not being able to use the backspace key to delete text within JDE. AFAIK, this has only happened within the ActiveX based rich-text editor.  If we remove the jdeowpBackButtonProtect=PROTECTED from the URL, the backspace key works normally.

Has anyone else experienced this issue? Is there any way to remove that part of the URL for all users permanently?
