How do I determine the number of threads used by my 11g R1 DBSE instance?

I am asking this in this forum because my question directly relates to our future upgrade strategy, but it is not "technical difficulty" with an upgrade.

We hold several licensed installations of DBSE.  With the recent announcement by Oracle of the impending discontinuation of licensing and support for DBSE, we must determine our future migration path.  The new DBSE-2 is (among other things) limited to "a maximum of 16 threads".  The options as we currently perceive them are to migrate to DBSE-2 and live with the 16 thread limitation, or upgrade to DBEE and significantly increase our license and support cost (and yes, database capabilities [which we do not really need]).  My principals are not satisfied with the offered assurance that [most customers will not exceed
