Re-Assignment Request Questions

I'm currently on ARM version 11.1.2.3.  I was curious if in the newer versions there were notifications sent out to the user that a rec has been re-assigned to.  I ask because currently a notification is sent to users when a change of status occurs within a rec, but an assignment is not included.  Therefore a user doesn't know if a new rec has been assigned to them until either it is late or someone emails them outside of the system.

Also, is it possible in future releases to have the assigned user approve a re-assignment request rather than go through the power user.  Currently the power user is just a middle man who wouldn't know if the rec should be assigned or not to a certain person.  This would remove our middle man and allow the users to communicate between each other.
