Implementing RBAC(Role Based Access Control) in Oracle HRMS (12.1.3)

We are in the process of implementing Role Based Access Control to Oracle EBS (12.1.3) application modules. Is RBAC can be implemented in Oracle HRMS Modules (12.1.3) as well? Please advise. Thanks.
