ACA ESR Reporting Requirements questions

There is a lot of confusion around the Employer Shared Responsibility reporting requirements of the ACA. Here are a few questions we have:

 

1. Is the payroll balance 'ACA Employee Service Hours' used in any calculations for forms 1094-C and 1095-C, or is it merely to assist customers with determining FT status? If the latter, can we choose not to use the balance, and use an alternate method to determine FT status?

 

2. We are a self-insured ALE. We have HR, Payroll, OAB implemented. We have three distinct covered populations: FT Active employee, Retiree and COBRA.

 

  ->FT Active employees: We will check the 'ACA Full Time' flag, and the eligible employees will be picked up by the 1094-C and 1095-C processes to be delivered by Oracle in the ACA Phase II patch. Also, even if an employee does not have the 'ACA Full Time' flag checked, but is enrolled in an ACA eligible plan, s/he will be picked up by the process. Correct?
