service contracts bill out of sequence for usage service lines

Hi Experts

I have a customer that wants to bill out of sequence, ie. ability to skip a billing period. 

Here's the scenario

-customer has usage based service lines, invoiced monthly in arrears

-counter reading come in regularly monthly

-however, there are some month's when they don't come in  until the following month

-the customer wants the capability to skip the previous month's billing and invoice for the current month based on the current readings

has anyone run into this scenario?
