Performance : Importing Standard Purchase Orders

Developer Told me that issue occurs only when they try import PO's with distribution having projects elements. IN this case is taking for 190 Headers and 2536 lines 1 hour ........

when same data is inserted without projects takes 10 min. 

I have checked , we have all the latest patches , Issue seems to be when importing with project elements

Any ideas
